The official story on the Air Force One flyover last month is out. It appears there's an office that has its own authority and now loopholes have to be closed, etc. Here's the MSNBC story.

 I popped on here to say this about - the picture sucks lol They went through all that trouble to get THAT picture?! They planned it for more than a month and they get THAT?!  It looks like a dreary day, the dark background against the blue plane is a horrible contrast, the Statue of Liberty isn't even a major component (why go through that trouble if it's just another background piece), and the angle is all wrong. 

 They were updating the official photo. What a waste.

Oh, and they planned it for a month and didn't have the decency to inform the city they were flying over, who's had trouble with planes in the past, that they were going to do it. Shouldn't this have been publicized in some way? Oh, wait, they didn't even get around to telling anyone in the White House (because they guy they pushed that task off onto didn't check his email on time - and he blames his medication for the lax judgment just in case noone buys the email excuse lol). 

 Geez.
