Tally has had the operation that all 16 year-olds in her world have. She’s now physically perfect – and very dumb. Not only is she fabulously beautiful, but her life is full of parties and fun.
But a few troubling old memories intrude. Wasn’t there something she was supposed to be doing? Something to do with her few weeks in the Smoke, the rebel camp outside the City?
She begins spending time with Zane, leader of the Crims social group, who works hard to keep himself “bubbly”, or smart. Hunger makes you bubbly, and adrenaline, and playing tricks on the City. Soon Tally begins to remember more and more of what happened before her operation. She remembers what the Specials, the secret police, did to her, and made her do.
Then one trick has serious consequences, and she realizes that she and Zane have to get away. But how can two dumb 16 year-olds escape from a City designed to keep them in – especially when they are under the surveillance of the scary Specials?
