American Czars are little caesars or What the what?

I did not like the appointing of Czars under GW and I don't like it any better under BHO.

It's taken President Obama only 3 months to name as many Czars to run America as it took the Russian Romanov's in Russia. Only it took them 300 years to name 18 czars. And it didn't end well.

So far, Pres. Obama has named 18 Czars and there are more to come. Richard Nixon was the first American president to name a Czar: William E. Simon, to handle the 1970's energy crisis.

He didn't.

Do you remember the Drug Czar under the first President Bush? Neither did I. And to show the inherent in-breeding and endless terms in Washington, it was none other than Joe Biden who gave the press the term drug czar many years ago.

Czar is a title coined after "Caesar" meaning ruler, monarch, tyrant - take your pick.

While Obama ran his campaign on promises of transparency in Washington should he be elected, the presence of so many Czars is raising alarm bells among Dem's and Repub's alike. Czars "rarely testify before congressional committees and often shield the information and decision-making process behind the assertion of executive privilege," Sen Robert Byrd (D-W. Va.) wrote of past czars. At times, he said, one outcome has been to "inhibit openness and transparency and reduce accountability."

They are "super aides". They are "super-staffers and report to the president and to Rahm," said Jim Messina, deputy white house chief of staff, referring to Chief of Staff Rahm Emanuel. Byrd believes appointing Czars are a slick way of governing without having to answer to Congress. There is no constitutional requirement that czars undergo Senate confirmation hearings. They are accountable to no one except the President and his chief of staff. One reason is because there are no Czars mentioned in the constitution.

Like Minnesota, known as the "land of 10,000 lakes," Obama may become known as the president of "1,000" czars, according to writer Lowell Ponte. He calls these czars, "elitist commissars given power to rule by fiat in every sector of America's government, economy and society."

Obama's administration is now officially the most prolific Czarist Dynasty in history, according to Pat Dollard of foreignpolicy.com. Not a great legacy for a man who claims to be a constitutional lawyer. And not a great legacy for America whose yearning for transparency is palpable. What defines the caesars - or czars - is that they are a law onto themselves, like todays Russian Czar Vladimir Putin. They answer to no one and govern how they wish.

In a letter to Obama in February, Senator Byrd said the czar system, "can threaten the Constitutional system of checks and balances," adding that oversight of federal agencies is the responsibility of officials approved by the Senate. "The presence of the czars gives the president too much power," Byrd said.

Obama campaigned against Bush amassing executive power, yet he is amassing more executive power at a faster rate.

Car Czar

You have to look no further than Car Czar Steven Rattner's involvement in a kick-back scheme for red flags to go flying. He was a fundraiser for Obama and has no experience in the auto industry. And even though the Obama team knew Rattner was under investigation, they still brought him on board. The auto task force headed by Rattner operates under the Treasury. He is currently under investigation for providing a million dollar payment to pension consultants in exchange for receiving an assignment to manage a big chunk of pension fund money for New York State. [Which he did poorly] Political analyst David Rothkopf says, "once again, the Obama personnel team has in one swoop revealed their signature traits of self-righteousness, arrogance and fecklessness. They assert "high" standards but are utterly inconsistent in the conception and application."

In a phase in America where the term: "taxation without representation" is being bandied about, this personifies that phrase. Obama's Czars have no accountability to the American people. They are not elected. They go through no Senate hearings. There is no oversight and yes, just ask the Climate Czar, they can levy taxes.

If asked if any more Czars should be appointed by Obama, I'd use the phrase made famous by Nancy Reagan on the subject of drugs. Just Say No.

Nice post. Yeah, I agree with Byrd -- and you -- that appointing Czars may indeed be a way that the administration tries to get around Congress. But I don't see why Congress doesn't step up and just demand that those folks come over and testify more often. They're only allowed to "get by" Congress because Congress lets them get by. The title should be meaningless.

The Rattner thing -- I think it's more of a looks-bad situation than an actually-bad situation, but I admit I'm a) taking that mostly from Clusterstock's analysis, and b) kind of happy to see him taken down a little, as I think it makes it harder to argue that he should replace Tim Geithner.

I don't think the Rattner replacement thing was very serious, just speculation. There's also been talk that Bernanke might move over to Treasury after his term ends, and... actually, I'm pretty sure everyone who can count has been floated as an alternative to Geithner recently! ;)

Where did funding for Czars come from? Doesn't Congress have to approve budgets for stuff like that? I know he doesn't pay for all the extra help out of HIS paycheck. I think it's just more bureaucracy we don't need.
I too dislike the idea of appointing "czars" over certain topics. Yes, one criticism is that is is disruptive to our normal checks, balances, and accountability processes.

The bigger problem though is that it subliminally communicates that somehow the solution to problems is through centralization and planning by single individuals. For those interested in biology and economics, empirical evidence is that lots of decisions by individuals produces far more creative and effective outcomes than central planning. Czars are almost always ineffective and often make the problem worse.

Funding for Czars? I believe they are considered Federal employees and he would just add them to the Fed payroll. I can't find anything that contradicts that.

My infrequent dips into the OS pool made certain I missed this when you originally posted it Deborah, but I don't think it's too late to say I completely agree with everything you've noted here.

Smart people were taking good notes while the bumbling Connecticut Cowboy was riding roughshod over the Constitution and reframing the mechanisms of government in Washington these past 8 years.

It's clear we are in for a world of hurt under the Obama administration.
Well Steve Rattner has resigned and mainstream media is finally looking at our 30+ Czars in Washington who have no oversight and refuse to come before Congress.
