the conspiracy theory allows for too many competencies. government is not competent. or quiet. SOMEone would have blown the cover, if only because they're all greedy fuckers and one of them would have seized an opportunity to save their own ass from being uncovered while making gazillions of dollars in books, tv shows and becoming a Fox or MSNBC paid polititard.
