Give a man a fish, he eats today.

Teach a man to fish, and he eats the rest of his life.

But! Teach his wife to run a fish market; give a man an uncorruptible game warden and a weights & measures official--and they can send their kids to college.

Given that, why does no humanitarian org propose to provide honest government to 3rd World countries? The US could make this proposal: Let us run your government, police and courts for 10 years and we promise to make you a 1st World country. E.g. in India to get a mortgage, the borrower must hand over the deed. Why? Because the recorder's office can be bribed to place a later lender ahead of an earlier lender. In many countries, people cannot leverage their assets by borrowing. Why? Because their governments have freed the common man from repayment obligations and so no creditors will loan.  Nigeria and the Arab states swim in oil--and their people are benighted. Why? Because the government is funded from the oil--not from the people's taxes. Those governments are free of the quid-pro-quo of providing services in exchange for taxes.

Why keep pouring money and food into unworkable governmental systems?
