Those who claim that taxation is, in some mystical sense, really “voluntary” should then have no qualms about getting rid of that vital feature of the law which says that failure to pay one’s taxes is criminal and subject to appropriate penalty. But does anyone seriously believe that if the payment of taxation were really made voluntary, say in the sense of contributing to the American Cancer Society, that any appreciable revenue would find itself into the coffers of government? Then why don’t we try it as an experiment for a few years, or a few decades, and find out?

Perhaps things would go better than they are presently. It's for sure we will never find out.
Taxes have to involve coercion to a point because of "free-riding" in the "standard economic theories of the state," although, that's an argument for being very careful about how much goes to Leviathan too, since you don't want to make Leviathan too powerful if it can at all be helped, although, the world of multiple Leviathans tends to undo that it would seem, possibly, or, its a self-serving rationalization of "rent-seeking" Leviathans. Good quote, as he was... a true believer, if I think personally military competition undoes some of the Libertarian results too, if, that could be rent-seeking of a form too.
