If you're scaling images down a lot - say, more than 50% - you have to over sharpen them.
This might be considered "high-end," as it requires tools like Photoshop.
For most sites, even when uploading high-resolution images, they'll get automatically scaled down for the site. Scale it down yourself, and you can get better results. You can usually scale it to around 400-600 pixels (wide or tall), just so it's a size that fits on your screen, and the scale reads 100%.
In Photoshop, you want to use the Bicubic Sharper algorithm to make things smaller.
Then, Photoshop has a Sharpen filter that's called Unsharp Mask. The tricky part is to sharpen by a huge amount - I like 230-280% (yes, that big) - but limit the range to 0.3 (less than 1) pixels.
I used to have to scale down images for posting on the web, and I found these settings really restored a lot of detail that gets lost when toss out most of the images data.

The trick I learned from Barry is to post the photo to your flickr page, and just get the code from there. When you put the code in your post it calls up the photo from the flickr page. The code is found in the "all sizes" section on flickr. (I can try to give you more specific detail if this doesn't really help. Just send me a message.)
